Semarang Regency – As part of the effort to accelerate the digitalization of land services in Indonesia, Deputy Minister of Agrarian Affairs and Spatial Planning/Deputy Head of the National Land Agency (Wamen ATR/Waka BPN), Ossy Dermawan, personally handed over 65 Electronic Land Certificates to the people of Semarang Regency. The delivery was done door to door, from house to house, as a way to approach the community in a more personal manner.

The event took place in Kalongan Village, East Ungaran District, on Friday, April 25, 2025. During the event, Deputy Minister Ossy explained the importance of electronic certificates, particularly regarding data security and ease of access.

"This Electronic Certificate is not just a regular piece of paper. It is a stronger legal guarantee for the land owned by the community. Its security system is more advanced and much harder to duplicate. With this, people can feel safer and more comfortable," said Ossy Dermawan.

What Is an Electronic Land Certificate and Why Is It Important?

The Electronic Land Certificate is an innovation in the land sector launched by the government to align with the digital age. Unlike conventional certificates that are physical documents, these certificates are in the form of digital data securely stored in the National Land Agency’s system.

The benefits are significant! Electronic Certificates:

  • Are more disaster-resistant, as they won’t be destroyed by fire, loss, or other natural disasters.

  • Are harder to forge, thanks to advanced digital security features.

  • Are easily accessible anytime and anywhere through official apps like Sentuh Tanahku.

  • Speed up processing, with greater transparency.

This way, the community no longer needs to worry about their land certificates being lost or damaged. They can simply use the app to keep their data secure!

Details of the Certificates Handed Over

At the event, Deputy Minister Ossy handed over a total of 65 electronic certificates, which consisted of:

  • 1 Certificate of Use Rights for the village government

  • 3 Wakaf Certificates for religious purposes

  • 61 Certificates of Ownership for the residents of Kalongan Village

These certificates are part of the Complete Systematic Land Registration (PTSL) program, a national priority initiative aimed at providing legal certainty for the land of Indonesian citizens.

In Semarang Regency, the PTSL program targets the issuance of 19,840 certificates, and so far, 11,471 certificates have been successfully issued. On a national level, of the target of 126 million land plots, 76% have been registered, and the government is committed to completing the remaining 24% gradually.

Gradual Digital Transformation to Ensure Community Readiness

Deputy Minister Ossy emphasized that the digital transformation in land services should not be implemented suddenly. He mentioned that a gradual approach is essential for the community to adapt smoothly.

"Changes need to be gradual. If implemented too suddenly, it could confuse the public. So, we’re doing this step by step, consistently, from the central government down to the regions. Insha Allah, we will keep moving forward," he said.

The implementation of electronic certificates is expected to form a solid foundation for a more modern, secure, and transparent land system in the future.

Sentuh Tanahku App: The Easy Way to Check Your Certificate

Another innovation introduced to the public is the Sentuh Tanahku app. This app allows users to:

  • Check the status of their certificates

  • Access land data information

  • Handle land administration processes online

If a certificate is lost or damaged, people simply need to access the app and request a replacement. This feature is incredibly helpful, especially for those living in remote areas far from land offices.

Wahyu Hidayat, the Village Head of Kalongan who also received a certificate at the event, shared how the digital service has been a great help.

"Now, if my certificate is lost or damaged, I don’t need to worry. I just open the Sentuh Tanahku app. Thank you to the government for making this service much easier for the people," he said enthusiastically.

Support from Local Government Officials

This event was also attended by several key officials, including:

  • Lampri, Head of the Central Java Provincial BPN Office

  • Ajie Arifuddin, Expert Staff in State Administration and Good Governance

  • Ngesti Nugraha, Semarang Regent

  • Budiono, Head of Semarang Regency Land Office

  • Febri Effendi, Head of Sragen Regency Land Office

  • As well as Forkopimda officials from Semarang Regency

Their presence reflects a shared commitment to supporting land certification programs and accelerating the digitalization of land services in Indonesia.

The shift from physical certificates to electronic certificates is a huge step in creating a modern, faster, easier, and more secure land service system.

Through this program, the government hopes that all citizens, from urban areas to remote villages, will get legal certainty for their land in a fair and safe manner.

With innovations like electronic certificates and the Sentuh Tanahku app, Indonesia is one step closer to achieving a transparent land system that is free from land mafia and more people-friendly.
