Jakarta – The case of inter-provincial firearms sales involving civilians and alleged rogue TNI (Indonesian National Armed Forces) members is developing further. A joint team from the Law Enforcement Task Force (Satgas Gakkum) of Operation Peace Cartenz 2025, along with the Criminal Investigation Directorates (Ditreskrimum) of West Papua Police, Papua Police, and East Java Police, has questioned three TNI personnel with initials RBS, YR, and SS on Friday (March 21).

The interrogation, conducted at the Military Police Command (Pomdam) III/Siliwangi, was part of an extended investigation following the arrest of seven civilian suspects. Among them, Yuni Enumbi and Teguh Wiyono were taken into custody earlier. However, further legal proceedings involving the three TNI members have been fully handed over to Kodam III/Siliwangi.

This case began when RBS met Teguh Wiyono through a mutual contact at the Perbakin Purwakarta shooting club. Below is the timeline of events related to the illegal firearms sales:

1. Mid-2024

  • RBS was introduced to Teguh Wiyono by Amri, a fellow member of the Perbakin Purwakarta shooting club.

  • They communicated via WhatsApp to discuss the purchase of firearms.

2. Late November 2024

  • The first transaction took place at Hotel Patradissa, Bandung.

  • RBS sold one M16 rifle to Teguh Wiyono for IDR 30 million.

3. December 2024

  • The second transaction occurred at Hotel Griya Indah, Bandung.

  • RBS sold two SS1 rifles to Teguh Wiyono for a total of IDR 60 million.

  • The firearms were supplied by YR.

4. Early January 2025

  • Another transaction took place at Hotel Griya Indah.

  • RBS sold two SS1 rifles, five SS1 barrels, and 280 rounds of ammunition to Teguh Wiyono for a total of IDR 62 million.

  • The weapons and equipment came from YR and SS.

5. February 2025

  • A fourth transaction happened, where RBS sold one FN pistol for IDR 22 million.

  • The firearm was supplied by SS.

6. March 14, 2025

  • The three TNI personnel were detained by Kodam III/Siliwangi in Bandung.

7. March 21, 2025

  • A joint team from Satgas Gakkum Ops Peace Cartenz 2025, West Papua Police, Papua Police, and East Java Police interrogated the three TNI members as witnesses to further investigate the involvement of seven civilian suspects.

Legal Process Continues

The Head of Operation Peace Cartenz 2025, Brigadier General Dr. Faizal Ramadhani, S.Sos., S.I.K., M.H., emphasized that the three TNI members were questioned only as witnesses to strengthen the evidence against the seven civilian suspects. However, any further legal proceedings concerning the TNI personnel will be under the authority of Kodam III/Siliwangi.

“We at the Indonesian Police are only conducting interrogations within the capacity of these individuals as witnesses to support the case against the seven civilian suspects. The further legal process involving the three TNI members is entirely within the jurisdiction of Kodam III/Siliwangi,” said Brigadier General Faizal.

Meanwhile, the Deputy Head of Operation Peace Cartenz 2025, Police Commissioner Adarma Sinaga, S.I.K., M.Hum., appreciated the collaboration between the different agencies involved in this investigation. According to him, the joint effort between four regional police departments, the Satgas Ops Peace Cartenz 2025, and Pomdam III/Siliwangi has been smooth.

“Let’s hope that the investigation process proceeds effectively,” stated Commissioner Adarma.

Total of 10 Individuals Detained

As of March 20, 2025, a total of ten individuals have been arrested in connection to this case, including the three active TNI members. In the coming days, investigators from the East Java Police are scheduled to conduct further confrontational questioning between Teguh Wiyono and YR to dig deeper into the illegal firearms network.

This case has become a serious concern for law enforcement authorities, as the illegal arms trade poses significant threats to national security and stability. The Indonesian Police and TNI are committed to taking firm action against anyone involved in these illegal practices, regardless of their background.
